URBANA -- Steve Moose, an associate professor of maize functional genomics at the University of Illinois and his graduate student Wes Barber think they may have discovered a new source of heterosis, or hybrid vigor, in maize. They have been looking at small RNAs (sRNAs), a class of double-stranded RNA molecules that are 20 to 25 nucleotides in length.

"Hybrid vigor" refers to the increased vigor or general health, resistance to disease, and other superior qualities arising from the crossbreeding of genetically different plants. "We've always known that there's a genetic basis for this heterosis," said Moose. "Charles Darwin noticed it and commented that corn was particularly dramatic."

Scientists have been debating the sources of hybrid vigor since the early 1900s when Mendel's laws were rediscovered. Many of them disagreed with the model that prevailed from the 1920s to the 1950s, which linked heterosis to a single gene or to the interaction of several genes. "It seemed that the whole genome was involved," said Moose.

The discovery of DNA in 1953 eventually caused a paradigm shift in the way people looked at hybrid vigor but, Moose said, there was no unifying theory. Even as new genetic technologies were developed, the genes did not seem to explain everything.

"We thought that maybe it's the rest of the genome, the remaining 85 percent of the corn genome, that's important," said Moose.

sRNAs were originally found in 1998 in roundworms. Researchers studying virus resistance in plants then began to notice them and observed that the way that they function is very different from the functioning of protein-coding genes.

"Every time we have a breakthrough in our knowledge of genetics, people have looked to see if that breakthrough brings any insight into the mystery of the hybrid vigor," said Moose. "That's what we've done with the small RNAs."

"When you think about what small RNAs do, they participate in regulating growth and they tell other genes what to do," he continued. "So they have the two properties that we know fit what has been described (about heterosis) even though we do not have an explanation. We would argue that, while they are part of the explanation, they may not be the whole explanation."

Moose and Barber sampled small RNAs from the seedling shoot and the developing ear of maize hybrids, two tissues that grow rapidly and program growth, to investigate how the small RNA profiles of these hybrids differed from those of their parents. In collaboration with associate professor of crop sciences Matt Hudson, they analyzed what they described as a "deluge" of data.

"There were 50 million data points, but we whittled it down to the most important ones," said Barber.

They found that differences are due mainly to hybrids inheriting distinct small interfering RNAs (siRNAs), a subset of sRNAs, from each parent. The siRNAs interfere with gene expression. They also found that hybridization does not create new siRNAs, but hybrids have a more complex siRNA population than their parents because they inherit distinct siRNAs from both parents.

Moreover, the differences in parental siRNAs originated primarily from repeats, which are the result of retrotransposon activity. Retrotransposons are elements that move around and amplify themselves within a genome.

"This is a new source of genetic diversity that people had overlooked," said Barber.

"We are not saying that genes are not important," said Moose. ""But probably the way corn properties are altered in the hybrid situation is mediated by the small RNAs in addition to the genes."

Moose and Barber hope that their work might provide more insight into how to decide which inbred maize lines to cross. "We don't want to alter how the plant grows, but if we can tweak it to do whatever it already does either faster or more, that could be an advantage," said Moose.

Rain likely today as storm strengthens over Gulf of Mexico

Expect rain most of today as the low pressure system over the Gulf of Mexico continues to become better organized.

Forecasters at the National Hurricane Center expect the system to become a tropical depression later today or tonight.

Tropical storm warnings are possible along the northern Gulf Coast this evening, the National Hurricane Center said at 2 p.m. Preliminary data from a reconnaissance aircraft, satellites and buoys indicate the system is becoming a tropical storm, the center said. The storm, which would be named Debby, is 200 to 250 miles south of the Mississippi River and moving to the northwest.

Forecasters generally expect the storm system to turn toward the west, but can't rule out an easterly turn toward Florida because of the large disparity in model guidance used to forecast track, the weather service said this morning.

The Center is urging all residents and visitors around to pay close attention to the storm this weekend.

Either way, Florida will get a soaking this weekend as winds over the region pull in heavy moisture, said the weather service.

How cheetahs outpace greyhounds

ScienceDaily (June 21, 2012) ? Cheetahs are the high-performance sports cars of the animal kingdom, but how do they outstrip other elite athletes when using the same sprint technique? Biologists compared the performance of captive cheetahs and greyhounds and found that in addition to increasing their stride frequency, the cheetahs spend longer in contact with the ground, probably to protect their limbs from stress fractures at high speed.

In a 0-60 mph stand off, most cars would be hard pressed to give a cheetah a run for its money, and at their highest recorded speed of 29m/s (65mph) cheetahs easily outstrip the fastest greyhounds. But, according to Alan Wilson from the Royal Veterinary College, UK, there is no clear reason for the cheetah's exceptional performance. 'Cheetahs and greyhounds are known to use a rotary gallop and physically they are remarkably similar, yet there is this bewitching difference in maximum speed of almost a factor of two', he says. Teaming up with Penny Hudson and Sandra Corr, Wilson decided to compare how cheetahs and greyhounds sprint to see if there were any mechanical differences between the two animals' movements.

Knowing that captive big cats are happy to chase a lure, the trio were confident that they could get the cheetahs at ZSL Whipsnade Zoo, UK, and the Ann van Dyk Cheetah Centre, South Africa, to sprint across force plates buried in a track in the animals' enclosure. The problem would be getting the valuable equipment to work in the open. 'Force plates are cosseted, loved pieces of equipment that people don't generally take outside of the lab and bury in the ground in the English summer', Wilson chuckles. However, after successfully installing eight force plates in the cheetahs' enclosure, along with four high speed cameras filming at 1000frames/s, Hudson tempted the cheetahs to gallop along the track with a piece of chicken attached to a truck starter motor while she measured the forces exerted on the animals' limbs, their body motion and footfall patterns. She also repeated the measurements on galloping greyhounds back in the lab, filming the animals at a slower 350frames/s.

But, when Hudson compared the animals' top speeds, she was surprised to see that the trained greyhounds galloped faster than captive cheetahs, clocking up a top speed of 19m/s compared with the cheetahs' 17.8m/s. Nevertheless, Hudson was able to identify clear differences in the animals' stride patterns that could explain how wild cheetahs would outpace the dogs.

When running at the same speed, the big cats' stride was slightly longer than the greyhounds', although the cheetahs compensated for this with a slightly lower stride frequency. Also, the cheetahs increased their stride frequency as they shifted up through the gears -- running at 2.4strides/s at a leisurely 9m/s, rising to 3.2strides/s at their top speed of 17m/s -- whereas the greyhounds maintained a constant stride rate around 3.5strides/s across their entire speed range. Wilson suspects that wild cats may be able to reach stride frequencies of 4strides/s, which, in combination with longer stride lengths, may allow them to outstrip their captive cousins and hit top speeds of 29m/s.

Also, when Hudson analysed the length of time that each animal's foot remained in contact with the ground -- the stance time -- she noticed that for some of the cheetah's limbs it was longer, and the team suspects that this may be another factor that contributes to the wild cheetah's record performance. Explaining that increasing the stance time reduces the peak loads on the animal's legs, Wilson says, '[with] a longer stance time the cheetah will get to the limiting load at higher speed than the greyhound'.

Speculating about the relatively poor performance of the captive cheetahs, Wilson suggests that they may lack motivation. 'They have lived in a zoo for several generations and have never had to run to catch food. They have probably never learned to run particularly', he says, adding, 'The next stage is to try to make measurements in wild cheetahs in the hope of seeing higher speeds.'

(AP) ? Mexican marines on Thursday detained a young man they believe is one of the sons of Mexico's most-wanted drug kingpin, Joaquin "El Chapo" Guzman, leader of the powerful Sinaloa cartel.

The presumed son, identified by the Navy as Jesus Alfredo Guzman Salazar, 26, was allegedly taking on an increasing leadership role in Mexico's most powerful drug cartel and purportedly served as the administrator of his father's fortune, estimated by Forbes magazine at about $1 billion.

The boyish, heavyset Guzman Salazar, known as "El Gordo," or "Fattie," was captured early Thursday during a raid by marines in Zapopan, an upscale suburb of the western city of Guadalajara, thanks to intelligence work and information from U.S. authorities, Navy spokesman Jose Luis Vergara said at a news conference.

Also captured in the raid was an alleged 19-year-old Sinaloa cartel member, Kevin Daniel Beltran R?os. The pair was caught with a grenade launcher and four grenades, two assault rifles, two pistols and $135,000 in cash.

Vergara said Guzman Salazar was "a key element" in the Sinaloa cartel, "not just because of his blood tie to the leader ... but because he was presumably in charge of managing his assets."

"Intelligence sources say that Guzman Salazar was coordinating the majority of the drug shipments sent to the United States by the Sinaloa cartel, including cocaine and heroin," Vergara said, adding that "several sources also say Guzman Salazar was taking increasing control of Sinaloa cartel operations."

When he was paraded before news media, the paunchy Guzman Salazar mostly kept his eyes down or closed. Dressed in a red polo shirt and jeans, he did not answer when asked where his father is.

Vergara said the capture was due to months of Navy intelligence work and information from U.S. authorities. He said Guzman Salazar is wanted in the United States on an outstanding extradition request, to face charges in Chicago, Illinois related to drug trafficking.

Guzman Salazar and his father were indicted on multiple drug trafficking charges in the U.S. District Court for the Northern District of Illinois in August 2009, the U.S. Treasury Department said earlier this month, when it announced it had placed financial sanctions on Guzman Salazar and his mother, Maria Alejandrina Salazar Hernandez.

The designation bars American citizens from doing business with them and allows authorities to freeze their assets in the U.S.

U.S. authorities have said they believe "El Chapo" Guzman has at least six children with three women, including a woman whom he married in 2007 and who last year gave birth to twin girls in California. The Treasury Department described Salazar Hernandez, 53, as a wife of Guzman, without providing details.

A senior U.S. law enforcement official in Mexico who spoke on condition of anonymity for security reasons said that U.S. officials believe the younger Guzman "oversaw many of the drug transportation and money laundering operations ... (and) operated from Jalisco, Colima and Sinaloa" states.

In May, the department announced similar sanctions against Guzman's sons Ivan Archivaldo Guzman Salazar, 31, and Ovidio Guzman Lopez, 22.

Ivan Archivaldo Guzman Salazar, also known as "El Chapito," was also detained in Zapopan, in Jalisco state, on money laundering charges in Mexico in 2005, but was later released. Guzman Lopez plays a significant role in his father's drug trafficking activities, the department said.

Another son, Edgar Guzman Lopez, was killed in 2008 in a gunfight in the parking lot of a shopping center in the Sinaloa state capital of Culiacan. Authorities recovered more than 500 bullet casings from AK-47 rifles from the site where the capo's son laid dead in a pool of blood.

"El Chapo" Guzman was put on the Treasury Department's list in 2001, the year he escaped from a maximum security prison hidden in a laundry truck. He has evaded authorities ever since, moving from hideout to hideout as he directs the operations of his cartel and a fight against rivals that has left thousands of people dead across Mexico.

The western state of Jalisco ? where Guzman Salazar was arrested ? as well as the nearby states of Colima, Nayarit and Sinaloa have seen a spike in drug-related killings in the last few years as the Sinaloa drug cartel battles its former allies in the Beltran Leyva cartel and its archrival the Zetas drug gang.

Similar battles have been seen in the northern border state of Coahuila, where nine people were killed Thursday in a pair of shootouts between police and gunmen on one of the main avenues in the state capital, Saltillo.

State security spokesman Sergio Sisbeles said eight suspected gunmen and one civilian who was caught in the cross fire died. The shootouts started after police tried to stop a sport utility vehicle, whose occupants opened fire.

Google?s Nexus tablet to be unveiled next week

Google chairman Eric Schmidt revealed in December that the company was working on its first own-brand tablet, and the ?Nexus 7? slate will finally be unveiled next week during the Google I/O developer conference, according to multiple reports. The last reaffirmation comes from DigiTimes, which has reported a number of details surrounding Google?s upcoming tablet that will seemingly prove accurate. The site?s anonymous supply chain sources have previously stated that Google?s next major Android release, Jelly Bean, would come in the second quarter, and it reported later that Nexus tablet shipments would begin in June ahead of a July launch.?As is the case with Microsoft?s Surface tablet, which was unveiled on Monday, it remains to be seen how Google?s own hardware efforts will impact its Android partners, some of which already seem to be exploring different ways to separate themselves from the pack or even ramping up efforts with new platforms. Google I/O begins on June 27th.

You Might Want to Start Looking a Little Closer at Your 401(k ...

I don?t know, but I suspect that most people just give their 401(k) statements a quick look? ?What is the account balance???. ?Did I make or lose money?? and then they move on to the tasks of life today, like cooking dinner and helping the kids with their homework.? If that sounds like you, you might want to think about changing that habit.

As a result of new Department of Labor regulations 401(k) plan? sponsors (the employer) and plan Investment Advisors will have to start disclosing 401(k) fees.? This will be a surprise to many people as, according to one survey, 70% of 401(k) plan participants don?t know they pay any fees.? The disclosure will come in two parts.

  1. By the end of August plan sponsors will have to disclose fees to plan participants.? We?ll see if anyone ?catches? it then.
  2. November statements will include, at the individual investor level, the fees actually paid.? For those that look closely at their statements I think they will be surprised and most likely not pleased.

So once you get over the shock of the fees what can you do with the information you now possess?? There are some things you can consider?

  1. Don?t Throw the Baby Out with the Bath Water.? The benefits of the 401(k) (taxes, employer match) may make the fees you are paying tolerable.
  2. Talk to Your Advisor.? Discuss it with your Financial Advisor and get his or her advice on what you should do (If your Financial Advisor doesn?t provide advice on your 401(k) I?d ask , ?Why??).
  3. Talk to your Employer.? The plan sponsor may be willing to switch to a lower cost plan provider (Investment Advisor).
  4. Transfer Old 401(k) Balances to an IRA.? If your 401(k) is with a previous employer consider transferring the balance to a Traditional IRA where costs may be lower.? There are a couple of caveats with this idea.? First, ensure you know how to transfer the funds without having a taxable event.? Next, if you have company stock inside the 401(k) make sure you look at Net Unrealized Appreciation.? Third, determine if you are willing to accept the decrease in asset protection provided by an IRA in comparison to a Qualified Plan like a 401(k).

I?ve always believed that fees are a big deal.? In fact they are one of two things you can directly control that influence your overall return.? 401(k) fees have always been there and some of them are too high.? Take this new opportunity and either by yourself or with your Financial Advisor determine your best way forward.

Corruptocrat Eric Holder's GOP Enablers for 06/15/2012

While calls for U.S. Attorney General Eric "Stonewall" Holder's resignation grow and the House GOP gears up for a contempt vote next week, it's worth remembering how we got into this mess. In two words: feckless bipartisanship.

"I like Barack Obama and want to help him if I can." That was Utah GOP Sen. Orrin Hatch in January 2009, just weeks before the Senate voted on President Obama's attorney general nominee, Eric Holder. Right out of the gate, upon Obama's election in November 2008, Hatch signaled that he would greenlight the administration's top law enforcer.

"I start with the premise that the president deserves the benefit of the doubt," the six-term incumbent Hatch told The Hill newspaper. "I don't think politics should be played with the attorney general."

Utah voters, mark those words. Bending to bipartisanship for bipartisanship's sake ? and ignoring the obvious consequences ? is playing politics.

And, conservatives, please remember the actions of all 19 Republican senators who ignored Holder's abominable career as a political fixer and confirmed him. "I found Mr. Holder to be a good listener, which is an important prerequisite for any good leader," Missouri GOP Sen. Kit Bond explained in support of the nomination. "I believe him when he says that he's willing to take good ideas from wherever they come."

In addition to Hatch and Bond, the other 17 Senate Republicans who helped put Holder in place at the Justice Department were: Lamar Alexander, R-Tenn., Bob Bennett, R-Utah, Saxby Chambliss, R-Ga., Susan Collins, R-Maine, Bob Corker, R-Tenn., Lindsey Graham, R-S.C., Charles Grassley, R-Iowa, Judd Gregg, R-N.H., Johnny Isakson, R-Ga., Jon Kyl, R-Ariz., Richard Lugar, R-Ind., John McCain, R-Ariz., Lisa Murkowski, R-Alaska, Jeff Sessions, R-Ala., Olympia Snowe, R-Maine, Arlen Specter, R-Pa., and George Voinovich, R-Ohio.

It's not like these GOP enablers weren't warned over and over about Holder's shady judgment and questionable ethics. The 2002 House Committee on Government Reform's report on the Clinton-era Marc Rich pardon scandal spelled out Holder's willingness to put political ambition above the rule of law. Then-Deputy Attorney General Holder and former White House counsel Jack Quinn, who was representing the fugitive financier Rich, worked together to cut the Justice Department out of the process.

The duo ensured "that the Justice Department, especially the prosecutors of the Southern District of New York, did not have an opportunity to express an opinion on the Rich pardon before it was granted." The report noted further that "Holder failed to inform the prosecutors under him that the Rich pardon was under consideration, despite the fact that he was aware of the pardon effort for almost two months before it was granted."

Holder admitted that he allowed his judgment to be overridden by crony political considerations.

He told GOP senators he had learned from his "mistake" and that it would make him a better attorney general. But it wasn't just one "mistake."

Holder pandered to leftist special interests in engineering clemency for 16 members of the violent terrorist groups Fuerzas Armadas de Liberacion Nacional (FALN) and Los Macheteros ? linked by the FBI to more than 130 bombings and six murders. He gave the terrorists unprecedented access to phone calls and consultations as they negotiated their freedom. He hid behind executive privilege covers when asked by victims' families to explain the decision process. And as a partner at Covington and Burling, the powerhouse D.C.- and N.Y.-based law firm infamous for representing Gitmo detainees, Holder's opposition to the jihadi detention center raised bright red conflict-of-interest flags.

Is it any wonder that such a serial conniver would now be embroiled in multiple scandals involving the endangerment of national security? And that he would name old pals to run interference for him in his time of need?

To investigate his department's bloody malfeasance in the Fast and Furious gunwalking scandal, Holder appointed acting DOJ Inspector General Cynthia A. Schnedar. She worked under Holder in the 1990s and had co-filed several legal briefs with him. Schnedar is in hot water for having released secret Fast and Furious audiotapes to the U.S. Attorney's Office in Phoenix before reviewing them. The tapes somehow found their way into the hands of the local ATF office. Both are targets of congressional probes.

To investigate self-aggrandizing White House leaks on jihadi kill lists and computer viruses targeting Iran's nuclear facilities, Holder named two political appointees. One is Ronald Machen, an Obama donor, a transition team leader and a U.S. Attorney in Washington, D.C., who formerly worked under Holder.

Blind Democrats are outraged at questions about the independence of Holder's appointees. Johnny-come-lately Republicans are demanding special prosecutors and balking at Holder's arrogance, obstructionism and wanton disregard for American security and safety. Note: Two of the loudest voices belong to Sens. McCain and Graham, who both approved Holder's nomination.

Joseph Connor, son of FALN murder victim Frank Connor, was right. In January 2009, he spoke from pain-filled experience: "Holder clearly does not have the judgment, character or values to be attorney general." GOP surrender-ism cost more innocent lives. For the sake of the victims, let this be a lesson learned ? and not repeated again.

To snag the best airfares, flexibility is key

(AP) ? To snag the best airfares, travelers need to be adventurous and willing to pick up at a moment's notice.

OK, now let's be realistic. Most people making summer travel plans need just that: plans. They get a week off, maybe two, and aren't going to spend hard-earned cash on a last-second whim.

But great deals are still within reach for those who have even a little flexibility in choosing where and when to travel.

The average roundtrip domestic ticket will cost $431 this summer, an increase of 2.6 percent from last year, according to Kayak.com. But remember: that's an average. One trip might cost $800 while another can be found for $200.

"Airfares are high but there are pockets of cheap out there," says Seth Miller, an information technology consultant who writes a blog under the name The Wandering Aramean. Miller does his best to beat the system by connecting in strange cities, flying at off hours and taking advantage of sales often offered when an airline adds a new destination.

Here are some tips from Miller and other expert travelers on how to combat rising airfares.

? LAST-MINUTE WEEKEND FARES

When airlines don't fill planes for an upcoming weekend, they slash prices.

Each Tuesday, they email offers for that coming weekend or the following one to fliers who have signed up online for the deal alerts. Travelers have to depart late Friday night or anytime Saturday and come back Monday or Tuesday. An added plus: weekend getaways save precious vacation days.

Recent offers include: Houston to Memphis for $180, Huntsville, Ala. to Chicago for $174, Washington D.C. to Greenville, S.C. for $157 and Charlotte, N.C. to West Palm Beach, Fla. for $240.

? TWITTER AND FACEBOOK

Airlines are experimenting with sales on Twitter. At the forefront is JetBlue, which tweets last-second fare sales and vacation package discounts from (at)JetBlueCheeps. Some deals apply to just a few seats and are gone within hours.

"If you find something, jump on it," says John DiScala, who each year flies around 150,000 miles, visits 20 countries and writes about it at JohnnyJet.com.

JetBlue recently tweeted a sale at 3:16 p.m.; it ended at 6 p.m.

Airlines announce special sales to those who "like" their Facebook pages and sites like AirfareWatchdog offer fare alert emails (airfarewatchdog.com/fare-alerts/).

There are also frequent fliers who search for and post cheap flights in online discussion boards. Two of the better discussion boards are: http://www.flyertalk.com/forum/mileage-run-deals-372/ and http://milepoint.com/forums/forums/mileage-runs-mattress-runs-travel-hacking.6/

? FLEXIBLE DATES

Looking to go to Paris for a week but don't care when in the next few months? ITA Software's airfare search (matrix.itasoftware.com) provides a calendar of the lowest fares.

Just enter the departure and destination city ? nearby airports can even be added ? and then how many nights to spend there. It will find the cheapest prices for a month out from a given date. The length of the trip can even be a range, say five to seven days.

? CHASE THE FARE, NOT THE DESTINATION

Want to know the cheapest fares from a departure city to anywhere? Check out Kayak's explore tool (kayak.com/explore). It allows travelers to search multiple airlines at once this way. A map pops up with all the destinations under a set budget point.

Searches can be done for a particular month or for all of summer. The query can be narrowed by activity ? beach, golf, gambling, skiing ? or by continent.

? ODD CONNECTIONS

Fares to Hawaii might be steep. But connecting though another city with a sale to Hawaii, could save a lot of money. Use AirfareWatchdog's "fares to a city search" (airfarewatchdog.com/cheap-flights/to-a-city) to see if there are any less expensive indirect routes to your destination. Instead of flying from, say, Boston to Honolulu, it could be a lot cheaper to book two separate tickets ? the first between Boston and Houston and the second from there to Hawaii.

"If you can save $1,000 per couple and get two cities for less than the price of one, it's a no brainer," says Georgia Hobica, founder of AirfareWatchdog.

Federal Employees Risk Careers Over Freebies - Tully Rinckey PLLC

Federal Employment AttorneysA cynic might say: ?Nothing in life is free.? For federal employees, this statement could be especially true, considering that in some cases accepting a gift could end up costing them their jobs.

It?s easy to underestimate the gravity of the federal government?s prohibition against gifts detailed in the Standards of Ethical Conduct for Executive Branch Employees (5 C.F.R. Part 2365). That may have been the case at the scandalplagued General Services Administration, where employees reportedly accepted pricey gifts from an outside events planner tied to a lavish $823,000 training conference near Las Vegas. According to the Washington Post, these gifts included concert tickets, flower deliveries and free hotel rooms.

It is worth remembering that federal employees have landed in hot water for accepting gifts of lesser value. Before accepting gifts, federal employees must pay particular attention not only to what is being offered as a gift, but also whom the offer is from and the potential motivations of the person making the offer.

The Standards of Ethical Conduct broadly defines ?gift? as ?any gratuity, favor, discount, entertainment, hospitality, loan, forbearance, or other item having monetary value.? Depending on the market value of a gift, an employee may or may not be able to accept a gift from what is called a ?prohibited source.? A prohibited source could be any entity or person who wants something from the employee?s agency; does business or wants to do business with that agency; is regulated by the agency; is affected by the agency?s work; or is an organization comprised mostly of any such parties.

Employees are generally prohibited from accepting gifts valued at more than $20 on a single occasion and may not accept an aggregate $50 in gifts from a particular source over each calendar year. Depending on the circumstances, an employee may be able to accept a gift from someone at a prohibited source but with whom he or she has a personal relationship, according to the Standards of Ethical Conduct.

Some federal employees accept inappropriate gifts without realizing the gifts are from a prohibited source; other employees underestimate the value of the gift. For example, in Baker v. Dept. of Health and Human Services (1990), the U.S. Court of Appeals for the Federal Circuit upheld the removal of a Social Security Administration (then part of HHS) supervising computer specialist who revealed confidential government information and accepted a gratuitous meal from a potential subcontractor.

These offensives stemmed from a lunch the specialist had with a personal friend who had left the agency for a privatesector job. The president of the friend?s employer also attended the lunch and inquired on the status of a contract the agency had put to bid. The specialist got upset with his friend over this questioning, got up to leave, offered to pay for lunch, but the other two men said they would take care of it. The specialist challenged the gratuitous meal charge, saying the meeting was simply lunch between friends. He claimed he had no way of knowing he was having lunch with a potential subcontractor. However, considering where the two men worked and their discussion of the contract, the Federal Circuit said he should have known otherwise.

Similarly, in the Merit Systems Protection Board case of Sher v. Dept. of Veterans Affairs (2004), the Board upheld a 45-day suspension imposed by the VA on a clinical pharmacist who accepted free samples of Lipitor from Pfizer representatives. An agency investigation found the pharmacist had solicited and received 672 10-mg tablets of the cholesterol- lowering medication. Concurring with an administrative judge, the board found the free Lipitor samples qualified as a gift and Pfizer qualified as a prohibited source because of its business relationship with the VA.

Federal employees charged with misconduct for soliciting or accepting gifts should immediately consult with a federal employment attorney. Depending on the circumstances, a lawyer could defend the employee against claims that an item qualifies as a gift or that the employee knowingly accepted a gift from a prohibited source.

Aside from blogging, I?m also a personal trainer and gym manager. Every day I meet with my clients with the purpose of taking them through our workout for the day, however, much more goes into a training session than just the workout itself. There are many facets of service in the client-trainer relationship, but today I want to discuss with you one of them that can get a somewhat negative connotation ? supplements.

I don?t even bring up the S-word unless a client asks about it. However, some do ask about it in order to maximize their efforts in the gym, and when they do, I only have a limited amount of information I can give them in order to stay within my scope of practice. Since I?m a sports nutritionist, I can advise on how they can best fuel for their workouts with food and sports drinks, but aside from this, I usually tell them about what works for me. And that last tidbit is what I?m going to share with you all today!

Before I go any further, I will say that I do take a variety of vitamins and supplements for overall health, but I also take a couple for fitness-related reasons only. They are protein powder

Ever since I became serious about fitness and, more specifically, strength training, I?ve been pretty adamant about refueling and maximizing the rebuild of muscles after workouts. If I?m not going to be eating a meal within 45 minutes of working out, I?ll make a protein shake which includes both protein and carbs. I?m not too specific about the protein to carb ratio, but I do make sure to get an adequate amount of both.

Many people believe that after a lifting workout, we just need protein ? and lots of it. Not true. Yes, our muscles need protein, but they also need to replenish the glucose (sugar, through carbs) in them as well. This is why you?ve probably heard that chocolate milk is a good post-workout drink. It?s got a good amount of protein and carbs. Since I?d rather get my carbs from a whole food source, I usually make a post-workout smoothie:

Paige?s Post-Workout Smoothie:

-1 c. So Delicious coconut Milk

-1 scoop vanilla whey Jay Robb protein powder

-1 frozen banana

Blend in a blender, and drink. To make this post-workout shake a meal, feel free to add peanut butter, spinach, an additional fruit, chia seeds, etc. I do this a lot for breakfast!

The second supplement I take for fitness is:

Branched Chain Amino Acids (BCAA?s)

I wrote a fairly comprehensive post on BCAA?s on my blog a while back, but here?s the main reason on why I take BCAA?s: to aid in muscle recovery.

The amino acids leucine, isoleucine, and valin are metabolized in the muscle and are used for protein synthesis. Thusly, they aid in muscle recovery (from the damage we do when we lift weights) and regeneration.

That?s the main reason I take BCAA?s. However, there?s also a few supporting reasons:

-Reduces muscle soreness. Since is aids in muscle recovery, it also eases DOMS and muscle soreness

-Easy to grab for fasted cardio. On mornings when I?m just going to do a 3-4 mile run, I?ll take a scoop or two of BCAA?s instead of eating breakfast first. Then, immediately after my run, I?ll eat my breakfast.

-If, for some reason, I?m not able to get my post-workout shake or meal right away, BCAA?s do a good job in holding me over until I can (although not recommended.)

-Gives me some ?umph? in my workouts. I?m not sure if it?s the flavor or the actual aminos, but it gives me a boost in my workouts.

I?m currently taking a couple different brands of BCAA?s.

Modern BCAA?s, which I buy on iherb.com.

I take this kind about 4 times a week. If I?m going to be working out in the morning, I?ll sip on it before, during, and after my workout. It comes in a yummy blueberry flavor.

Medi-Aminos

This kind I got from my homeopathic doctor. It?s actually just kidney bean extract, but the amino acid profile is beautiful. It doesn?t taste as good as the Modern BCAA brand, though. It?s got more of a nutritional yeast flavor to it, so I?ll typically stir it into my meals ? like scrambled eggs, chili, tuna salad, egg salad, etc.

Another brand of BCAA?s that I personally have not tried, but have recently heard great things about is Fit Mixer BCAA?s.

As you can see, I don?t take a number of supplements. I try to get other helpers in whole foods form ? boosters in the form of caffeine from my coffee and tea, along with CLA?s in the form of Kerrygold butter (used sparingly!) As long as we have a diet based on whole foods with a focus on abundant vegetables and fruits, I?m a believer that supplements can be far and few between :)

American Society for Aesthetic Plastic Surgery has reported that the number one top surgical procedure in the United States for the year 2005 was liposuction. In that year alone, 455,489 liposuction treatments were done in America, 402,946 were women and the rest was men. The majority of the patients fall under the ages between 35 to 50 years old.

Second on the list was breast augmentation, totaling 364,610 cases in that year. The report revealed that 83.4 per cent of the patients used the saline device and 16.6 percent the silicone implant. The results of recent research demonstrate that women with saline implants are significantly more likely to express satisfaction with augmentation than women with silicone gel-filled implants.

There are no actual statistics on the numbers of transvestites since it involves some legal issues in many countries, but it has been reported that thousands of cases were done. Bangkok is known to be the premier place to go for sex change surgery. In fact, that is one of the top 10 procedures for which patients visit Thailand. A growing number of Americans are taking that path, traveling to countries like Thailand for cosmetic, orthopedic and heart surgeries and other medical and dental treatments that cost 20 to 80 percent less than at home.

For example, American surgeon?s fee for a full face-lift averaged 22 in 2004, not including hospital costs, according to the American Society of Plastic Surgeons. At Bangkok, it costs only 3,500 USD for a Face lift surgery (cheek bone area lift, cheek area lift, chin lift and neck lift). This cost is included hospital expenses.

The growth is in accordance with Thailand?s aim to establish Thailand as the ?Center of Excellent Health of Asia? and this plan focuses on medical services, healthcare services and Thai herbal products. In 2004, as many as 20 billion Baht was generated by foreign patients seeking treatment in Thailand.

Many people want to take ?cosmetics surgery holidays? in destinations that offer both tourist attractions and state-of-the-art plastic surgery technologies. Although when including the air fares and accommodation, the price is not lower than treatments in their home country, medical tourists get more than a better look from this type of vacation ? they get better, revitalized feelings from the destination?s refreshing atmosphere too. ?My partner and I had originally planned to fly in and have the surgery done straight away. As luck would have it, we got to fly to Thailand 5 days earlier than planned and decided to spend them in Pattaya, holidaying. I would definitely recommend this. The statistics for the year 2006 is yet to come, but it is expected that the rankings will not change much, but the number of procedures might change due a greater variety of options.
